to say birkat haeilanot do we have to see the flowers on the tree? what happens if the flowers already bloomed and fell like this year since Nisan came in a month later can we still say birkat haeilanot?

To the Questioner,
From what I understood it needs to be a tree that still has on it flowery blossoms.
If they all fell off already, you cannot make the bracha on that tree.
However, if there are still some flowers and blossoms, even if the fruit began to grow already, you can make a bracha.
